Bush or Congress. Who Sucks More?

Recent Gallup polls on approval ratings for Congress (Democrat controlled) and Bush (Republican) shows that Congress has a much lower approval rating than Bush (relitively speaking).

Congress approval rating: 12%
Bush approval rating: 28% (Average of 31.3% for the quarter)

What does this say about our leaders (and the general population for that matter) when our elected officials have an average approval rating lower than 28%?

I don't know, I don't trust polls...
